Raffael Stein is the Director of EPA’s Water Infrastructure Division and oversees the Clean Water State Revolving Fund (SRF) program which has provided over $118 billion in assistance since its inception. He also is responsible for the recently authorized Water Infrastructure Finance and Innovation Act (WIFIA) program and the new Water Infrastructure & Resiliency Finance Center. Raffael has been with the Agency for over 25 years and is a member of the Senior Executive Service. During the course of his EPA career, he worked as an economist in the Office of Water and served in several management positions in the Agency’s Office of the Chief Financial Officer including Director of EPA’s Office of Financial Services where he was responsible for all of the Agency’s financial operations. Prior to coming to EPA, Raffael was an economist for Virginia’s Department of Taxation and a financial analyst in a consulting firm specializing in municipal finance research. He earned a bachelor’s degree from Grinnell College and a master’s from Duke University.
