James L. Henderson, managing economist at Abt Associates (formerly Stratus Consulting), has almost 20 years of experience as a natural resource economist working on water resource management issues. He specializes in financial analysis and benefit-cost analysis for water and wastewater utilities. Mr. Henderson has analyzed the benefits, costs, and financial implications of many utility-level water and wastewater programs. Mr. Henderson has been providing triple-bottom-line analysis of the financial, social and environmental benefits of water utility projects or programs to water utilities developing master plans for water reuse programs, or developing integrated resource plans. Mr. Henderson has provided financial planning training and assistance to many small water systems in Colorado for the Colorado Department of Public Health and the Environment, analyzed funding need and opportunities for private non-profit water systems in Colorado, and provided financial analyses for feasibility studies of system regionalization. Before Stratus Consulting, Mr. Henderson worked as an analyst at the University of Arizona’s Water Resource Research Center and the Arizona Department of Water Resources. Mr. Henderson holds an MS in agricultural and resource economics from the University of Arizona and a BA in economics from the Colorado College.
