Raffael Stein

Raffael Stein is the Director of EPA’s Water Infrastructure Division and oversees the Clean Water State Revolving Fund (SRF) program which has provided over $118 billion in assistance since its inception.  He also is responsible for the recently authorized Water Infrastructure Finance and Innovation Act (WIFIA) program and the new Water Infrastructure & Resiliency Finance Center.  Raffael has been with the Agency for over 25 years and is a member of the Senior Executive Service.  During the course of his EPA career, he worked as an economist in the Office of Water and served in several management positions in the Agency’s Office of the Chief Financial Officer including Director of EPA’s Office of Financial Services where he was responsible for all of the Agency’s financial operations.  Prior to coming to EPA, Raffael was an economist for Virginia’s Department of Taxation and a financial analyst in a consulting firm specializing in municipal finance research.  He earned a bachelor’s degree from Grinnell College and a master’s from Duke University.

Jennifer Gonda

Jennifer Gonda is superintendent of Milwaukee Water Works. She previously served as director of the city’s Intergovernmental Relations Division, which works to seek funding and promote Milwaukee’s legislative agenda. Gonda joined Mayor Tom Barrett’s cabinet in July 2012 after unanimous confirmation by the Common Council and was reconfirmed in 2016.

Mickie Pearsall

Mickie Pearsall is the Deputy Director of Finance for the Milwaukee Metropolitan Sewerage District (MMSD) in Milwaukee, WI. She has worked for MMSD for 15 years, starting as a Budget Analyst and becoming Budget Manager. Her role in the organization focuses on a variety of long-term initiatives involving energy related contracts and public-private partnership contracts. Prior to MMSD, Mickie spent several years analyzing business operations and implementing quality systems in contract operators from the State of Wisconsin. Mickie received a B.S. and a M.B.A. from the University of Wisconsin-Madison. She has served two terms on the Government Finance Officers Association Committee on Governmental Budgeting and Fiscal Policy.

Alan Roberson

Alan Roberson is Executive Director of the Association of State Drinking Water Administrators (ASDWA). ASDWA’s members (the state drinking water agencies) are co-regulators with the Environmental Protection Agency (EPA). Mr. Roberson has over 27 years of experience in the development of drinking water policy and federal drinking water regulations. He and his staff work closely with EPA and the state and territorial drinking water agencies in the development and implementation of federal drinking water regulations. Mr. Roberson coordinates with his members to establish the policy direction on all federal water regulatory and security and preparedness issues, as well as manage the finances and strategic planning for ASDWA.

Lawrie Kobza

Lawrie Kobza is a partner at the Madison law firm of Boardman & Clark LLP. She has represented municipal water systems and other utilities on a full range of legal matters for more than 25 years. In addition to representing many municipal water utilities, Kobza serves as legal counsel to the Central Brown County Water Authority, Wisconsin’s only joint local water authority. She also serves as legal counsel to the Municipal Environmental Group – Water Division, a municipal water utility lobbying group. She is a past chair of the Wisconsin section of the American Water Works Association and a graduate of the University of Wisconsin Law School and Business School.

Lan Anh Phan is a Credit Risk Advisor in the WIFIA (Water Infrastructure Finance and Innovation Act) Program at the EPA where she led the work to set up the risk management and credit review for the WIFIA potential portfolio, and to ensure its overall compliance with the federal credit guidance.
Ms. Lan Phan has spent more than 15 years working in project finance, credit risk and federal budgeting space. Before joining WIFIA, she worked at the Overseas Private Investment Corporation (OPIC), the Department of Treasury and in the private sector’s energy industry, including British Petroleum, Norwegian Petroleum Company Statoil and Austrian Oil Company OMV.
